From The AIS Report on Blue Cross and Blue Shield Plans - Whether the insurance exchange is operated by the state, the federal government or through a federal-state partnership, Blue Cross and Blue Shield plans intend to participate, according to an informal poll of Blues plans conducted by The AIS Report in late May and early June (see table, p. 9). Many Blues plans indicate that they will continue to sell individual and small-group plans outside of the exchanges, and several are — or are considering — participation in multi-carrier private exchanges.
