President-elect Donald Trump has turned to the Republican playbook to come up with a replacement for the Affordable Care Act. Many of the seven strategies outlined on his website — such as allowing consumers to buy coverage across state lines, expanding the use of health savings accounts (HSAs) and issuing block grants for Medicaid — were proposed by Republican presidential candidates prior to the 2012 election.
