The upcoming ruling on health reform by the 4th U.S. Circuit Court of Appeals in Virginia “is an interesting start. I think people who support [the reform law] are probably happy with the composition [of the 4th Circuit judges’ panel, all of whom were appointed by Presidents Clinton or Obama]. But ultimately the case will go to the Supreme Court, and there will be highs and lows between now and then, so one Circuit isn’t the end-all and be-all….A year or two from now, nobody will care who won the Circuit Court [ruling in Virginia]. It will depend on who wins at the Supreme Court.”
