The Association for Community Affiliated Plans said that Jennifer Babcock has returned to serve as vice president for exchange policy and director of strategic operations. Babcock left ACAP to work at HHS's Office of Consumer Information and Insurance Oversight....Momenta Pharmaceuticals, Inc., a biotechnology company, named Young T. Kwon vice president of business development. Kwon was was senior director of business development at Biogen Idec.
